Deutsche Bahn’s Dublin captive is leaving the reinsurance market, and DARAG is taking its third-party liability book with it. The novation covers underwriting years 2000 to 2017 and gives DVA Re full finality.

DARAG Group has completed the novation of the general third-party liability reinsurance business of DVA Reinsurance dac, the Dublin-based captive reinsurer of Deutsche Bahn AG. The transaction covers underwriting years 2000 to 2017 and gives DVA Re finality on those liabilities, supporting its planned exit from the reinsurance market.
DVA Re was incorporated in Ireland in December 2000 and is authorised by the Central Bank of Ireland. According to its regulatory filings, it assumed Deutsche Bahn’s excess casualty reinsurance risks written through fronting insurers. It is wholly owned by Deutsche Verkehrs-Assekuranz-Vermittlungs, with Deutsche Bahn as ultimate parent. The captive chose not to take part in Deutsche Bahn’s 2018 excess liability programme and has been in run-off since, with no new business expected.

The Captive Exit Route. Corporate owners are increasingly turning to the legacy market to wind down captives they no longer need. A dormant captive still carries reserving, regulatory and governance costs long after it stops writing business. Transferring its liabilities to a specialist clears the balance sheet and lets the owner close the vehicle altogether.
DARAG has been building a track record in this niche, including the 2024 acquisition of a Cayman-domiciled captive through DARAG Insurance Guernsey. The DVA Re deal also follows the High Court’s approval in September of two portfolio transfers into DARAG’s UK carrier, DIUK (Issue 20), and its Danish Domus transaction (Issue 19).
Quote
“We are pleased to have reached this agreement with DVA Re, offering certainty over its outstanding liabilities and supporting its planned exit from the reinsurance market.”
— Tom Booth, Chief Executive Officer, DARAG

Novation is the cleanest exit there is. DARAG steps fully into DVA Re’s shoes, and the captive keeps no residual counterparty exposure, which is the point for a corporate owner that stopped writing in 2018 and simply wants the vehicle gone. This deal shows the legacy market treating captive closure as a routine service rather than a special situation.
Two things to watch: whether more European corporates follow Deutsche Bahn in clearing out dormant captives, and how far DARAG’s captive specialism carries it beyond its German and Nordic heartlands.
